What causes this issue?

The absolute activity for the material exceeds the maximum permitted
activity (maximum activity) for the item (as specified by the r
egulations).

System Response

When the document is saved and processed further, the system responds
according to the settings defined for this check in Customizing for EH
<(>&<)>S.

How to fix this error?

If the maximum activity for the item is exceeded, choose a different
classification for which the maximum permitted activity is not exceeded.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
