Order completion permits must be issued

What causes this issue?

You have allocated <GL:permit>permits</> to the
<GL:maintenance_order>maintenance order</> in such a way that they
<ZH>must</> be issued before order completion.

System Response

When you press <PF>Enter</>, the system will display a screen where you
can issue the permits.

How to fix this error?

Issue the permits. When you have done this, the order can be completed.
