What causes this issue?

You are trying to create a <GL:measuring_point>measuring point</> for
which you have entered neither a <GL:characteristic>characteristic</>
nor a <GL:code_group>code group</>.

Carry out one of the following options:

This allows both a quantitative and a qualitative valuation to
be made.
