Enh. multiple counter plan can no longer be deactivated after the save

What causes this issue?

You cannot reset the activation of the enhancement for multiple counter
plans after saving.
Deactivating the enhancement is no longer possible from the perspective
of the potentially recorded data and would lead to previously unforeseen
program flows.
After saving, this activation applies to all the multiple counter plans
within a client - even for those already created.
The enhanced functionality is automatically available for multiple
multiple counter plans that were created before the activation.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
