What causes this issue?

to which you want to allocate <GL:serial_number>serial numbers</>.
However, you are trying to allocate more than &V1& serial numbers.

How to fix this error?

Allocate exactly &V1& serial numbers.
If you want to allocate serial numbers to further serialized materials,
