ILM object &1: Legal Hold: Entry for BOR object and key is incomplete

What causes this issue?

The ILM standard stipulates that the specifications for the BOR object
and its key needed by legal holds must be complete so that customers can
protect locked BOR object instances from data destruction.
In the case of your ILM object &V1&, a BOR object has been entered in
transaction IRM_CUST. However, the BOR keys are missing (or vice versa).
