What causes this issue?

The automatic assignment of the permit has changed the settings for the
original permit.
An indicator has been set for the permit that prevents you from
changing the permit at this point.
If the permit has been determined automatically, the system copies the
correct setting for the permit.

System Response

The changes are copied.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
