What causes this issue?

You are trying to allocate a piece of <GL:equipment>equipment</> to an
alternative <GL:superior_equipment>superior piece of equipment</>. The
current <GL:equipment_status>equipment status</> will only allow the
change in the allocation to superior equipment &V1& after a warning.
