Business function HCM_LOC_CI_45 is not activated

What causes this issue?

The <LS>HCM, Infotypes and Legal Reports Localization for China</>
(HCM_LOC_CI_45) business function is not activated in your system.
However, the activation of this business function is a prerequisite for
using the flexible reporter to define customized formats for legal
reports.

Procedure for System Administrators

Activate the business function in Customizing under <LS>Activate
Business Functions</> (transaction SFW5).
