Veto while deleting personnel number &1 in application &2

What causes this issue?

The system has rejected the deletion of personnel number &V1& because of
the veto check by the application &V2&. Function module &V3& ran the
check in system &V4&.

System Response

It is not possible to delete the personnel number.

How to fix this error?

Resolve the conflicts reported by the application.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
