RFC error during veto of data destruction: &4

What causes this issue?

When running the veto check for application &V1&, error message &V4& was
issued via the RFC interface when calling function module &V2& in target
system &V3&.

System Response

The check could not be run. Data destruction of all personnel numbers
covered by the check was rejected.

How to fix this error?

Resolve the problem described in message &V4&. If needed, check the
settings made for the target system in the Customizing activity
