What causes this issue?

During a run for the automatic commitment creation, a second instance
of the object collector should be created. This is not allowed.

Check the Customizing settings for the object collector in the
<ZK>Position Budgeting and Control </> part of IMG and, if necessary,
the active BAdI implementation if you are not using the SAP
implementation.
