What causes this issue?

The dependent coverage option &V1& can only be elected if a maximum of
&V2& taxable dependents of subtype &V3& are enrolled in the plan.
However, you have selected more than the maximum number of taxable
dependents of this subtype.

How to fix this error?

Either select fewer taxable dependents of subtype &V3& or select a
different dependent coverage option.
