What causes this issue?

The start time specified for the background job lies in the past.
Consequently, the background job cannot be scheduled for this time.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

You have to select a time in the future to allow your background job to
be scheduled correctly.
