What causes this issue?

You are trying to create a grant but the account assignment element
GRANT is not active.

System Response

Grant creation is canceled.

How to fix this error?

You must configure Grants Management. In particular, the activity
<DS:SIMG._ISPSFM_V_FM01_N>Activate account assignment elements</> must
be maintained in Customizing; the element GRANT there must be active.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
