What causes this issue?

Item &V3& is positioned in the hierarchy under item &V2&. However, item
&V2& is indicated as a <DS:GLOS.3528ED88E8AA5570E10000009B38F983>value
item</>. <ZH>No</> items can be assigned lower-level to a value item in
an item hierarchy.

How to fix this error?

You have the following possibilities:
Define item &V2& in consolidation chart of accounts &V1& as a
<DS:GLOS.3526B79BAFAB52B9E10000009B38F974>totals item</>.
Check whether item &V2& should actually be a higher-level item for item
&V3& or whether it is possibly an incorrect assignment.
