What causes this issue?

&V1& of the organizational units in the hierarchy do(es) not have a
master record.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Use the Find function and search the text <ZH>&V2&</> to list all of
the organizational units without a master record.
Then, create the master record for each of the organizational units, or
remove the entry from the hierarchy.
