What causes this issue?

In the selection of general sets, you chose a set of FS items that
belongs to consolidation chart of accounts &V2&.
But you are working with global chart of accounts &V1&.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Choose a set that belongs to your global cons chart of accounts &V1&.
