What causes this issue?

Maintenance.

System Response

Because of the copy, you are able to create totals records in the
target version &V2& in fiscal year &V3& for cons unit &V1&, which is
not defined.

How to fix this error?

In Hierarchy Maintenance, maintain the master data for &V1& in the
target version &V2&.
