Error in form &1, language &2 (see log for the form)

What causes this issue?

An error has occurred in SAPscript form &V1& during function module
call OPEN_FORM or WRITE_FORM. This error is described in more detail in
the log entry for form &V1&.

How to fix this error?

Error during WRITE_FORM:
Check the SAPscript form &V1& used in language version &V2& and add the
required text element.
Error during OPEN_FORM:
Use the SAPscript form maintenance function to check whether form &V1&
exists at all, and if so, whether an active version is available. There
is no active version if <ZH>new</> appears in the status line of the
form maintenance function.
