What causes this issue?

You try to add the RIB rule represented by &V3&&V4& to the automatic
cover group &V1& in fiscal year (or if applicable, fiscal year and year
of cash effectivity) &V2&. During the checks performed on this automatic
cover group, an error message is issued, which blocks the desired
operation.

Processing for this RIB rule stops. The RIB rule cannot be added to the
list of contributors for the automatic cover group &V1&.
