RIB rule already defined, but selected budget address not assigned

What causes this issue?

There is a RIB rule for the RIB object &V3&&V4&, which the selected
budget address &V1&&V2& could be assigned to. However, the budget addre
ss is not yet linked to this RIB object and therefore can not contribute
to the RIB process defined with this RIB object.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Assign the budget address to the RIB object &V3&&V4& first or select
another budget address.
