Program error: tax data for item &1 incompatible

What causes this issue?

A tax item with item number &V1& was transferred to the module
FKK_UT_TAX_CONVERT_TABLES or the module FKK_UT_TAX_ITEMS_CREATE.
However, no basis data for the tax calculation was transferred for this
item.

System Response

The data could not be processed.
