What causes this issue?

Agreement &V1& is a higher-level agreement of: &V2&

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Make sure that the agreement is not used as a higher-level agreement in
any agreement. You can only delete the agreement once that is the case.
Remove the designation as a higher-level agreement (<LS>Higher-Level</>
field).
