Inconsistency when submitting document &1 to collection agency

What causes this issue?

Document &V1& was released to or submitted to the collection agency.
However, there is no entry in the management data for submission to
collections.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
