Move the destination &1 with start date &2 to the date &3

What causes this issue?

The destination you specified is used to reduce the per diem when
staying at the same travel destination after a long period of time.
However, the length of stay at the same destination falls below the
minimum number of days necessary for reducing the per diem.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Move the start date at least to the specified date.
