Statistiscal key figure/quantity cannot be used

What causes this issue?

Library &V1& is based on report table &V2&. It does not contain the
characteristic <LS>Statistical Key Figure</> or the key figure <LS>
Statistical Quantity</>.
However, report &V3& uses the characteristic <LS>Statistical Key Figure
</> or the key figure <LS>Statistical Quantity</>.

System Response

It is not possible to transfer report &V3& to the library.

Transfer report &V3& to the library for <LS>FI-GL: Totals + Statistical
Key Figures.</>
