What causes this issue?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

The consumer is created automatically in the reference company code
first.
If you want to create additional company codes for the consumer, you
can do this using the following transactions:
<DS:TRANS.FD01>FD01 - Create Customer FI</>
<DS:TRANS.XD01>XD01 - Create Customer Centrally</>
