What causes this issue?

When you create an object in the ABAP/4 Development Workbench, the
system checks the original language of the texts. This is usually the
same as the logon language. Texts in the original language are always
maintained with the object itself. Texts in all other languages can
only be maintained with the translation tools.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
