What causes this issue?

The Enterprise Search repository is in corrupt state.
Reasons:
1. Table ESH_OM_TRANS is empty
2. Table ESH_OM_CATMOD is empty

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
