Consumption factor not updated for operand &1

What causes this issue?

The system could not update the consumption factor for operand &v1&.
Consumption was &v2& for the unit of measurement for billing &v4& in
billing period &v3&.
The update for this operand may have been suppressed in a customer
enhancement.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

&HINT&
This error only occurs if consumption factors can only be updated for
some of the relevant operands. If consumption factors cannot be updated
for any of the relevant operands, no error message is displayed.
