A move-out was created without a move-in for installation &1 on &2

What causes this issue?

A move-out for the installation precedes the move-in that is to be
created. The move-out has been maintained with the exception "Move-out
without move-in".

System Response

The move-in cannot be created.

How to fix this error?

Process the move-out for the installation &V1& on &V2& by deleting the
field for the exception "Move-out without move-in".
