Clarification case &1 cannot be used as a template

trados = docu -> fi -> fica

What causes this issue?

Clarification case &v1& cannot be used as a template to create a
manual case as its case category &2 is either deactivated or is not a
manual case category.

You cannot create manual clarification cases with case template &1.

How to fix this error?

Choose a case template with manual and active case category.
