What causes this issue?

The Customizing table for returns activities &V1& could not be read
using the specified key &V2& (company code, returns reason, number of
returns, creditworthiness, tolerance group).
The Customizing table has probably been changed.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
