What causes this issue?

You have entered the export/import procedure &V1& in the goods
direction &V2& for country &V3&.

System Response

Depending on the settings in the Implementation Guide (IMG) for foreign
trade, the system either gives you information, a warning or an error
message, informing you that certain export/import procedures can only
be used for certain business transactions (import-inbound transport or
export-goods dispatch, for example).

How can this happen?

You either tried to maintain a procedure as an import procedure when it
is already defined in the IMG under 'Basic data for foreign trade'
exclusively as an export procedure, or vice versa.
