What causes this issue?

The system tried to read the entries for creating the incompletion log
with the country key you entered. It did not find any entries because
the relevant table is not maintained in Customizing for the country key
that you specified.

How to fix this error?

Check your entries again and maintain the table with the required
country key in the activity <DS:TRAN.OVE9>Declarations to Authorities:
Control/Incompleteness</>.
