Maintenance order with order code &1 for plant &2 could not be created

What causes this issue?

No service order could be created for the order code and PM plant
specified.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check the following settings in Customizing, under the point Industry
Component Utilities Industry -> Work Management -> Processing:
Define order codes
Define service objects
Allocate order codes to service objects.
Check the entries against the settings under the point Industry
Component Utilities Industry -> Work Management -> Processing -> Orders
-> Define Plant and Work Center Locations for Orders.
Make sure that the service object for the specified order code is
defined in the PM plant allocated in the plant determination.
