What causes this issue?

You tried to send the message again. However, due to the status of this
message, it is not possible to resend it.
You cannot resend messages with the following statuses:
Message Sent
Manually Completed
You can resend messages with the following statuses:
Message with Errors
Message Not Sent

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check the line you have selected and make sure that it contains a
message with the status <LS>Message with Errors </>or <LS>Message Not
Sent</>.
