What causes this issue?

Expense classification category could not be determined for Company
Code, Country Type and General Ledger Account.
Country type possible values<(>,<)>
-,,,,,,Domestic
X,,,,,,EU
' ',,,,,,Non-EU

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?
