What causes this issue?

In the target system, settings that guarantee the interpretation of
exchange rates are missing. In most cases, the exchange rate relations
for &V2& &V3& &V4& (exchange rate factors) have been entered.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Maintain the table of exchange rate factors: <DS:TRAN.OBBS>Proceed</>,
and check other settings such as spread and exchange rate types.
