What causes this issue?

The ERP_CVP_ILM_1 business function is not activated in your system.
However, the activation of this business function is a prerequisite for
blocking data.

Procedure for System Administrators

Go to the switch framework transaction (SFW5), select the relevant
business function and activate it by choosing <LS>System settings ->
Activate</>.
