What causes this issue?

Error <ZH>HTTP 403 Forbidden</> was raised by the Concur system.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you recently created or changed a connection via the <LS>System Setup
</> wizard:
Restart the wizard and verify <LS>user</>, <LS>password</>, <LS>secret
</>, <LS>consumer key</>, and <LS>client credentials</>.
If this error occurred during <LS>Check Connection</> or export/import
of data:
Check your configuration of the Concur system as described in the
<DS:DT.CTE_FND_WZ_SYSTEM_003>System Setup wizard</>.
Should this not solve your issue, restart the wizard and verify <LS>user
</>, <LS>password</>, <LS>secret</>, <LS>consumer key</>, and <LS>client
credentials</>.
