What causes this issue?

You do not have the authorization to send a request to SAP NetWeaver
Identity Management with activity code &V1&.
The activity codes have the following descriptions:
01 = Request Identity
02 = Change Identity, including Lock or Unlock Identity, Reset Password,
or Change E-mail
06 = Remove Identity

System Response

The system cannot send a request to SAP NetWeaver Identity Management .

How to fix this error?

Contact your system administrator.
