Always enter work center and plant for the operation together

What causes this issue?

You want to enter selection criteria for operations. In doing this you
have either entered the plant for the operation or the work center at
which the operation will be performed. You must, however, always enter
these two items of data together.

System Response

You cannot select your worklist.

How to fix this error?

Either enter both the work center and the plant for the operation or
enter neither one nor the other.
