What causes this issue?

During the date shift, the change status of the material-routing
assignment, shifted with the change number &, exceeds an existing
change status with the change number &.

System Response

The date shift is allowed or not according to the Customizing setting.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
