What causes this issue?

You want to edit a routing. You are trying to create a routing for a
material or assign the routing to the material. However the material
has a <zh>plant specific material status</> that issues a warning in
such cases.

How to fix this error?

Consider whether you really want to create or aasign a routing to the
chosen material.
