Create order network: Only internal number assignment permitted

What causes this issue?

You are trying to create a <DS:GLOS.collective_order>collective
order</> with external number assignment.
To create a collective order you must use an <DS:GLOS.order_type>order
type</> with internal number assignment.

How to fix this error?

Select an order type with internal number assignment on the initial
screen.
