Material &: No operations exist (transaction terminated)

What causes this issue?

The combination material-plant-production version &V2& selected for the
routing does not contain any operations.

System Response

The transaction is terminated since in Customizing for the order type
you have specified that a routing MUST be used.

How to fix this error?

Create a routing or change the setting for the order type.
