Bulk material indicator can no longer be set (qty already withdrawn)

What causes this issue?

<GL:bulk_material>Bulk material</> is already stored at the work
center, which means that it does not need to be issued from stock.
Since a goods issue has already been posted for this material, it is no
longer possible to mark it as a bulk material.
