What causes this issue?

An initial load is currently in process for this object. To avoid
cancelling the initial load by accident, it is not possible to start a
new initial load while the current initial load is still in process.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you want to start a new initial load for this object, you first need
to stop the current initial load by using the Data Provisioning option
"Stop Load / Replication". You can then start a new initial load for the
object by using the option "Start Load".
